Tallinn releases families from kindergarten fee for the second child and onwards

The Tallinn City Government adopted a draft regulation with the aim to release families with two or more children attending kindergarten from the tuition fee. Under the same conditions, support will also be provided to parents of children attending private kindergartens or using childcare services."Families with children suffer most from the effects of coronavirus, especially if there are more children in the family. The 100% reduction in the kindergarten fee introduced as a temporary measure during the state of emergency last year was effective and made it possible to continue taking children to kindergarten even in families where parents were in financial difficulties. Therefore, we decided that in the future, families from Tallinn will be able to attend kindergarten free of charge from the second child of kindergarten age," said Deputy Mayor Vadim Belobrovtsev,

adding: “In summary, this means that families will save more than 800 euros per year from the kindergarten fee exemption.” According to the regulation, a parent whose two or more children attend a municipal kindergarten will pay a tuition fee for only one child from 1 September. The discount will also be extended to parents of children attending private kindergartens and users of childcare services. In order to receive the benefit, the parent and the children must reside at the same address in Tallinn according to the population register. Until now, parents were exempted from paying the kindergarten fee for the third child and onwards attending a childcare institution.

The city plans to support the parents of children attending a private institution by paying the tuition fee of the childcare institution for the second child and onwards attending the kindergarten if two or more children of the family attend the kindergarten. According to the population register, the residence of the parent and the children must be at the same address in Tallinn.

In order to receive support, parents of children attending private kindergartens need to submit an application and a payment confirmation of tuition fees to the Tallinn Education Department within three months of using the service. The benefit is paid according to the actual costs per full calendar month. The maximum allowance per child is equal to the municipal kindergarten fee, which is € 71.25 per month this year.

A parent or a guardian of a child in childcare, or a carer of a child in replacement care is paid additional compensation for the second child and onwards using childcare according to the actual costs. The maximum benefit per child is equal to the municipal kindergarten fee.

An additional 900,030 euros is planned in the city budget for the kindergarten fee discounts.

Kindergarten fee discounts have yet to be approved by the Tallinn City Council.

From 2017, free meals are offered in Tallinn municipal kindergartens, and from 1 September 2020 also in Tallinn private kindergartens and childcare to the extent of the limit. From 1 September last year, Tallinn started to support parents of children with special needs in paying the tuition fee of a private kindergarten, if the child attends the private kindergarten on the recommendation of an out-of-school counselling committee. The maximum amount of support per child is equal to the tuition fee of the municipal kindergarten.
